Clovis Memorial District is a special district that was formed on June 11, 1946, to commemorate the veterans of the Clovis area. The District is governed by a five member board of directors elected by the public every two years for alternating four year terms. The District boundaries very closely proximate the Clovis Unified School District boundaries. In 1951 the District completed the construction of the Veterans Memorial Building. In 1984 the building was renamed the Rex Phebus Veterans Memorial Building in honor of more than 30 years service that Rex Phebus dedicated to the Memorial District and Clovis community as District Manager.
